The Odisha Legislative Assembly passed the resolution on September 6 to establish the Legislative Council in the state. According to the proposal passed, the Legislative Council will work as the Rajya Sabha functions in Parliament. This legislative council will have 49 members. After every two years, 1/3 members of the Legislative Council will be retired. Now this proposal will be sent to the center for the approval of the Parliament. After that, the approval of the President will be necessary for the creation of the Legislative Council in Odisha.
Article 169 has been constituted for the formation of the Legislative Council. According to this paragraph, if the Assembly of the State passes the proposal for the constitution of the Legislative Council with a 2/3 majority of the members present, then the Legislative Council can be formed. For this Parliament will have to make laws. Presently there are 7 State Legislative Councils, these are seven states - Andhra Pradesh, Bihar, Jammu and Kashmir, Karnataka, Maharashtra, Telangana and Uttar Pradesh.

अनुच्छेद 169 में विधान परिषद् के गठन की व्यवस्था की गयी है। इस अनुच्छेद के अनुसार यदि राज्य की विधानसभा उपस्थित सदस्यों के 2/3 बहुमत से विधानपरिषद् के गठन के प्रस्ताव को पारित कर देता है, तो विधानपरिषद का निर्माण किया जा सकता है। इसके लिए संसद को कानून बनाना होगा। वर्तमान में 7 राज्यों में विधानपरिषदें हैं, यह सात राज्य हैं – आंध्र प्रदेश, बिहार, जम्मू-कश्मीर, कर्नाटक, महाराष्ट्र, तेलंगाना व उत्तर प्रदेश।
